Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Immense energy is allocated on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability afforded by current data. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a drone close by, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are clearly incapable to replace in the near term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through statements or actions, from believing that the current condition will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
